When you run the import command from Terminal, you need to make sure you've granted Full Disk Access to it in Settings | Privacy & Security | Full Disk Access. Without doing that it can't read the devices so it can't find the pool.

please forgive the LONG delay in following up on this... work has been RIDICULOUSLY busy for the last few months!!! anyway, i was never able to get zfs-macOS-2.2.3rc5 to run from an external drive. as a result, i gave up on the idea of using an external drive as my startup disk, installed to the internal disk, and was able to create and use pools normally. i discovered that the issue i had with importing an existent pool was that said pool was created on an Intel machine and thus not readable by an M-series machine. thanks to all of you for your attempts to help!
